2021-2022 Year 2 Annual Action Plan

The City of Grants Pass began the annual process for developing and adopting the Year 2 Annual Action Plan to fund activities and projects that address the priorities identified in the 5-Year Consolidated Plan. The process follows timelines specified in the City's citizen participation plan and federal law.

The Draft 2021-2022 Year 2 Annual Action Plan (AAP) was available for public review and comment from June 9, 2021 to July 9, 2021.The City Council held a public hearing on August 4, 2021 to consider public input and review and adopt the draft 2021-2022 Year 2 AAP. The City Council adopted the Draft 2021-2022 Year 2 AAP on August 4, 2021 by Resolution No. 21-7090. The AAP will be submitted for HUD review and approval by August 16, 2021.

The process for the 2021-2022 Year 2 Annual Action Plan began with a Survey in February reaching out to the community for their comments regarding the community needs and priorities for use of the CDBG funds for the 2021-2022 program year. A Public Hearing before the City Council in April informed the Council of the Survey results.

Each year the City of Grants Pass receives Community Development Block Grant (CDBG) funds to be used for projects which predominately benefit low- to moderate income persons, prevent/eliminate blight, or meet urgent community needs which pose a serious threat to the health, safety and welfare of the citizens.

Every fifth year the City adopts a 5-Year Consolidated Plan which guides use of the CDBG funds over the next five years. Each year the City prepares a 1-Year Action Plan to allocate annual grant funds for specific activities to address identified needs.

This process follows timelines specified in the City's Citizen Participation Plan and federal law.

The City Council held a public hearing on the Community Needs and Priorities on Wednesday, April 21, 2021 at 6:00 pm considering the comments/suggestions from the results of the Survey posted on February 8, 2021 for those activities the public felt were most in need within the community. The suggestions and comments are incorporated into the 2021-2022 Year 2 Annual Action Plan.

Normally the City would hold a public meeting Open House/Workshop where the public would attend and put forth their ideas and suggestions of the Needs and Priorities of the community. Due to the COVID-19 pandemic, no public meeting will be held this year. As last year, the City has prepared a Survey to complete to ascertain the community needs and priorities. These ideas and suggestions will help develop the 2021-2022 Year 2 Annual Action Plan.

Request for Proposals for Public Services - PY 2021-2022

Last year the City offered a new competitive application process for award of public services grants. The City offered the same competitive application process for availability of CDBG funds to non-profit groups in the form of public service grants for the new Program Year (PY) of 2021-2022.

The City Council held a public hearing on March 17, 2021 and they adopted six (6) applicants to receive public service CDBG grants. Those applicants were: Boys & Girls Club of the Rogue Valley, Hearts With a Mission, Maslow Project, St, Vincent de Paul Mobile Kitchen, UCAN Emergency Assistance, and Youth 71Five Ministries. All awards will be incorporated into the PY 2021-2022 which begins October 1, 2021.
