Vehicle for Hire

It is unlawful to engage in the business of operating a vehicle for hire in the City without first securing a permit.  A vehicle for hire is defined as a motor vehicle used for ground transportation of passengers for compensation within the City, including taxis, limousines, and transportation network vehicles. 

Taxi / Limo / Transportation Network Company (TNC) Drivers

The City of Grants Pass municipal code requires that all drivers are certified on an annual basis in the month of July in order to operate a vehicle for hire. Drivers must be a minimum of 21 years of age and shall possess a valid driver's license, proof of motor vehicle registration, and proof of current automobile liability insurance in the amount required 4.16.035 of the Grants Pass Municipal Code.  If you would like to become a registered driver a complete application must be submitted to the City of Grants Pass Public Safety Department along with the application fee and required documentation prior to driving.  A link to the application is available below.

Taxi / Limousine Company / Transportation Network Company

The City of Grants Pass defines a Taxi Company as any person operating one or more vehicles for hire, other than as a Driver, regardless of the legal form of the entity and regardless of whether the taxis so operated are owned by the company, leased, or owned by individual members of an entity.  Taxi Companies do not include Transportation Network Companies.

The City of Grants Pass defines a Limousine Company as any person operating one or more limousines for hire, other than as a Driver, regardless of the legal form of the entity and regardless of whether the limousines so operated are owned by the company, leased, or owned by individual members of an entity.

Transportation Network Company means one or more drivers working as independent contractors and using a digital dispatch system, and using personal motor vehicles in the provision of transportation services.

The City of Grants Pass requires all of the aforementioned entities to obtain an applicable regulatory license prior to engaging as a vehicle for hire within the City limits.  Links to the appropriate application are located at the bottom of this page.  A completed application must be submitted along with payment to the City of Grants Pass Finance department located at:
