The City of Grants Pass is seeking expressions of interest from potential developers, lessees and buyers for the use and/or redevelopment of the River Road Reserve properties located between Upper River and Lower River Roads in Grants Pass, Oregon.

The River Road Reserve Properties open to developers were acquired by the City in April 2006.  Each property is owned “free and clear”.  The portion of the properties available include approximately 227 acres of land between Upper River and Lower River Roads which has been primarily been used for a variety of agricultural purposes in the last 50 years and continues to be used primarily for agricultural purposes.

The use and/or redevelopment of these properties has the potential to contribute economically to the successful growth of Grants Pass and Josephine County.

This offering is intended to be flexible.  The City is not seeking detailed proposals or plans for any of the properties, although we will not reject any specific proposals that developers or others may seek to put forward.  Rather, the City seeks expressions of interest from developers, business owners, or others who have a compelling vision for the properties (including preliminary thoughts about programming, phasing, and deal structure) and who can demonstrate the capacity and experience to deliver on that vision.

To date the properties have been used for various farming activities including dairy production, berries, hops, apples and pears.  To varying degrees depending on the property, the City is open to a broad range of new ideas and uses including Current lessees; Neighboring property owners; Large agricultural, livestock or dairy operations; Aggregate operators; Public Works Department; Small farm business incubator; Agri-tourism; Sky Park; etc.  The City welcomes a variety of options regarding phasing of development where applicable.  Submitted responses can affect one or multiple properties.  There is a broad range of possible deal structures that the City will consider – outright purchase, land sale contract, ground lease, land exchange, lease with an option to purchase, or some form of joint venture.

Moreover, the City has identified a variety of measures we will consider to assist in the feasibility of the project, depending on the developer’s responsiveness to the City’s objectives.

Simply put, the City seeks teams that can demonstrate the capacity to deliver projects that best fulfill the goals expressed in the Selection Criteria.

The RFEI sets forth the City’s intentions for each property, including the selection criteria, selection process, and other information and requirements.  Once the preferred teams are selected, the City intends to enter into exclusive negotiations with those teams, with the intention of having negotiated a new or revised contract for the property’s use by November of 2019.  While the property is currently under lease until December 2021, the City has the discretion to withdraw up to 101 acres from the lease.  If the City decides to change the current use of the property for the 2020 calendar year and withdraw any of this acreage from the current lease, notice must be given to the current lessee by December 31, 2019.

The Proposer must supply 10 hard copies of 12 Pages (8 ½” x 11” size) or less, and one electronic copy of the Proposal. These page limits do not apply to background materials (i.e. resumes, letters of reference, project examples, etc.)

This RFEI does not commit the City to pay any costs incurred in the preparation and presentation of submittals or to select any interested party who responds.

The City will conduct an optional pre-submittal meeting on Thursday, August 22, 2019 at 9:00 am in the City of Grants Pass Rogue Room (Room 106) located at City Hall, 101 NW “A” Street, Grants Pass, OR 97526. This meeting will be followed by a tour of the River Road Reserve properties. City staff will provide a project overview, and discuss goals, expectations, and partnership opportunities. The meeting and tour are not mandatory, but prospective respondents to this RFEI are encouraged to attend.
